Materials Management Grants

Every two years, the Texas Commission on Environmental Quality (TCEQ), allocates funds generated by landfill tipping fees to the state of Texas's 24 council of governments (COGs). The COGs use these funds to develop and maintain an array of programs, including an inventory of closed MSW landfills, regional coordination and planning activities, a regional solid waste/materials management plan, and administer pass-through grant programs, among many others. The North Central Texas Council of Governments (NCTCOG) uses a portion of the allocated funds to offer Solid Waste/Materials Management Pass-Through Grants to eligible entities.

All 24 COGs across the state of Texas are required by statute to issue a biennial report to the legislature detailing the impacts and results of the pass through grants. The Texas Association of Regional Councils takes these reports and condenses them into a Funding Report. The most recent report, released in February 2017, highlights the 2014-2015 Fiscal Year. The FY2018-2019 Call for Projects closed at 5:00 PM CST on Monday, February 12, 2018.

Provided below are the project rankings and recommended funding allocation determined by the Resource Conservation Council’s Grant Selection Subcommittee. This subcommittee met to review and score all grant applications on February 20 & 21, 2018. They will bring these recommendations to the Resource Conservation Council for approval on March 29, 2018. This meeting will take place at 1:30 PM in the Transportation Council Room at NCTCOG Offices, 616 Six Flags Drive, Arlington, TX, 76011. All are welcome to attend.

Please keep in mind, the funding amount ultimately awarded to grantees is contingent on RCC, NCTCOG Executive Board, and TCEQ approval.

Regional Solid Waste Funding Plan FY 2018-2019

Solid Waste Grant Application Guidelines

Every two years, the North Central Texas Council of Governments (NCTCOG) receives funding that is made available to eligible local government entities to advance the goals and strategies found in the regional solid waste management plan. Eligible entities are encouraged to submit applications for local and regional collaborative projects that are consistent with the Regional Materials Management Plan.

Applications are reviewed and scored by the Resource Conservation Council (RCC) and the Materials Management Grant Selection Subcommittee nested in the council, the regional Solid Waste Advisory Council (SWAC). The RCC provides input to develop and update the regional solid waste management plan, identifies solid waste priorities and implementation projects, reviews solid waste grant applications, and makes recommendations on projects to be funded to NCTCOG's Executive Board.

  • General and special law districts in accordance with state law with the authority and responsibility for water quality protection or municipal solid waste management, to include river authorities

  • Only those in NCTCOG's region are eligible. Non-profits and private companies are not directly eligible, but may be subcontracted by eligible public entities.

Since 2004, over 250 grants totaling approximately $16 million, have been awarded to over 50 cities, counties, school districts, schools, and special districts to improve solid waste management in the 16-county North Central Texas Region.
